Is there any reason that would cause an access fee to not work? I set one up on a house with 1 vendor in it but when someone enters the house they don't get the access menu pop up. I'm currently merchant 0/0/0/1. Thanks

Hmm, only thing I can think of is that the person is on the admin list for the house ...? But I'm guessing that's not the answer you were looking for.

They were at some point but I have removed them. After I removed the admins I then set the access fee. Is there such a bug that once a person is an admin they will not be subject to the access fee eventhough they have been removed from the admin's list?

Hmmm,
Being in work I can't test this right now but what your saying could very well be true if the system has a glitch and for some reason still thinks they are on the admin list.. It's ceratinly not something I would rule out, but it's something which I personally have never had a problem with...
I have had problems with militia privs, and the problems were kind of the same where a character didnt have zoning rights no matter what we tried to do, the system just point blank refused to believe he was a member of our militia even though his name was on the City Management Terminal (and still is).

Check the Entry list. Admins are automatically placed there. If they are in the entry list they won't be charged.

I have a related question to this subject. For some reason I can't remove one person. And I was wondering could it be because he is the Mayor of our city? Thanks again.

Most likely they are on the admin list. You can't remove admins from the entry list.
