Is there a link to a post where a Dev has commented on coming changes to merchant? specifically where vendors that belong to people with no mechant skill are planning on being addressed?

Thank you. But what I am looking for is the actualy post where they say it will be fixed. Given the timeframes of most the the revamps around here, i don't even care to speculate on when it might actually happen.
