Yes, and even if you're taken off the admin list later, you can still access/maintain your vendor. I've done that with a few people I didn't actually know in RL who wanted to plant a vendor at one of my shops.

Yeah that should work if you have admin rights on the building, you can create a vendor using the terminal as normal.
