Am I throwing away credits by upkeeping my vendors?

I see vendors that the player quit playing over 6 months ago, that I KNOW only had at max a month's mainanance in them.

vendors never disappear even when out of maintenance.. however they do become inactive and you can't add more items till you have maint in it.

there is an upcoming sweep to clear out these old vendors
