The maintains on vendors should be changed to be depended partly on the amount of stock they had. The current rates should be kept as minimum rates, but a new rate should be added that depended on the combined price of al the items for sale.
A 1 cr/houre fee for every 25000 cr that was for sale on the vendor would be decent, especially if the combined free was still modified by the discounts we get as merchants. If the combined sales price when it was divided with 25k and reduced with the discount, did not exceed the current eminence fees that the current ones would be used, but if it was bigger then the new was used.
If someone was just selling expensive items, then 1 in 25K credit would give 25000 hours = 1041.66 days = 2.85 year before it had used its sales price in maintains, and if it cant sell in two years it does not belong on a vendor.
On the other hand using a vendor for storage by setting to price at 10m would cause a 400 cr/hour fee per item. Face it vendors are not mend to be used as storage and this would solve it with out punishing proper vendor operators noticeable.

Pardon if I am wrong in my details, but wouldn't it be easy for people to put thier vendors in private structures and set the sale price to 1 credit? At least, I think buildings with vendors can still be set to private... Am I wrong?

Just tried it out to be sure. And no, a building with a vendor cannot be declared private.

They proposed that change a while back. If I remember well lots of merchants were against it because it just gives a disadvantage for the ones who have a bigger selection and/or sell more expensive items. For example, an architect having a good selection of harvesters would be charged a lot more than a tailor etc.

There was a rather long discussion regarding vendor maintenance fees a while back. Click here to see it.

I believe the SoE proposes was 1/1000 the combined sales price. That means that a product will have consumed it price in maintains in just 41 days (I doubt there ever did that bit of math them self).
For most well stocked vendors that would not be enough time. If sales price is 2x the buy price then it can be for sale for 20 days before the merchant starts taking a loss.
With a 1/25000 the times will be 25 times as long witch mean that a item that sells at doublet the buy price have 500 days or well over a year to sell before the merchant takes a loss.
The only ones that will be unduly punished, will be the ones that have a huge stock of wares that sells really slow. And thoughts wares should not be sold on a vendor, but be made as custom orders.
