Can Some one transfer ownership to me on a vendor tent, already set up.

I have 4400 merchant. And I can use a tent, but I do not want to remove my inventory for him to redeed the tent to me.

/transferstructure should work if you have the needed skill to own it. If you don't have the skill, it was tested that the transfer fails.
