Say a Merchant and an Armorsmith open up a shop. The Armorsmith is the one who owns it, but gives administrative powers to the Merchant. Can the Merchant still advertise this shop on the Planetary Map, for example?

I can't answer your question but I would like to clarify your situation for my own benefit.
Did you do the /transferstructure thing so you could place a Vendor in your friends house?

No, sorry. None of my friends have a shop (yet). And I'm actually planning on being a Merchant now, not an Armorsmith. That's why I'm asking this.

I belive the Planetary ad is based on the owner of the vendor, and is ad for the vendor, not the shop

/transferstructure allows you to transfer a structure to a new owner without redeeding it.
For instance if you have a business alliance with a merchant you can transfer your house to the merchant (Since Vendor access/Admin access is bugged currently), he drops the merchant in a good spot and transfers it back to you.

The planetary ad campaign advertises a vendor, not the shop. So if you can manage to get a vendor placed in your friend's house (bugged currently, but there are workarounds as noted above), you can put that vendor on the map and voila. It's the actual name of the vendor that shows up on the map, and you have to choose a category for it to appear under - there are no "custom" options (except for the ability to name your vendor).
