You need to stock the vendor yourself.

Harvesters now lock at 0 maintenance credits, and remain locked until you pay the upkeep. They decay continuously, on or off, and they disappear at 0%.

Firstly, does a Personal Vendor machine restock itself from the stockroom, when you have put similar items(same sort, quality and amount)there as you didin the Sell window? Or do you have to put everything actually for sale on a one by one basisin the Sell window, even if these are exact copies of eachother, i.e. 7 stacks of 100 copper? I ask this, because I noticed the costs of the vendor maintenance go skyhigh if you put in too many items in the Sell window.

Secondly, does a Harvester of any kind decay when it is turned OFF? I know maintaining a harvester is costly, suits me fine as long as I keep it working, but will I loose my harvester over time when I turn it off and just let it be for while on its lot?

Or does a Harvester never really disappear, even with a status of zero %? Basically, hoe does the Decay thing work with a Harvester.

Just a little note. I was offline for a couple days, had left only like 1200 cr on the harvester, came back online and found my harvester poofed. Sigh.

Moral: don't take too long to put maintenance on your harvester - it will poof with all the hopper items still in it.........

Yea well one of my wind harvesters is eating maintence costs randomly. I fill both of them up that the same time everyday for 24 hours. Every day. The past two days one of them has been out of maintenance fees (and needing repair) I know I didn't not put money in it for two days.
