Now that I've trained in Efficiency II: Vendor, how doI knowvendor cost reductionis working? I've lost my notes on my previous maintenance rate, so I can't tell if the rate is cheaper now. Doesthe reduction happen automatically, or must I destroy the existing vendor and make a new one to see teh change?

Also: Does Efficiency IV: Structures reduce house maintenance cost?

I can't speak to your first question about Efficiency II, because I didn't try to track it. However, Efficiency IV does reduce both your house and your harvester maintainence fees.

Not that 20% discount is much, but it is there.

I you are using an NPC, his fee will be 0, that is how you know

5K of stock is about rate 4, and 10K about rate 8, if you have efficiency two and a terminal/droid.
