does it update the status window? i just got the skill and didnt notice a change

The merchant efficiency bonus is transferred to any facility after you pay maintenance or place it. If you got the skill while the building was still down, put a credit into the harvestor, you'll see the bonus on the status display.
You can run around all your buildings (and any building you are admin of) and put a credit in each one and it'll cause the bonus to kick in.
