Let us place new vendors and stock these even if we are above vendor limits on our existing vendors. If not it will be a nightmare to move stuff from our exesiting vendors to new. Let say I have 2000 items on one existing vendor and need to move those over to new vendors. How will I ever be able to deal with this if I can't place new vendors, take stuff from my current vendor and stock them on the new vendor.

This should not cause any problems IMO. You can still not add new items to the old "over the limit" vendors and when items run out time limit you need to move them out from the vemdor anyway.
