Merchant Archive

This is mostly in response to duckfat. Vendors as mail boxes are great things, and there should be something like this in the game. The ability to offer items to people COD, and the ability to transfer items to folks who don't play at the same time.

This is not a vendor function, this is a different functionality. Yes it is a needed function, and something folks have been using vendors for. But, it is not a rationale to give everyonea vendor where they can sell stuff.
