You need nothing more, just place a Vendor and you are listed.
(You have to activate it per radial menu if it is a much older vendor)

No there a specific command in the radial to register your vendor on the galactic search. It doesn't register just by placing a vendor.

Yes it does register with galctic search by just a placing a vendor.
all new created vendors are enabled, you must use radial if you wish to unable it or reenable at later date.

Remember that the galaxy search function is optional and can be turned off. It can be turned off because it first has to be activated.

Just to add (dont want to have Spend time on nothing
):
From the Patch Notes (publish 14.1)
Vendor Status
For all the existing vendors, the default option is set to no. Players have to go to their vendors and enable this search option. For all future vendors, this option is set to yes by default. For vendor owners to check if the search option is on or off do the following:
-Select the Vendor you wish to turn search on/off for
-From the radial menu choose "Vendor Control"
-Once you have selected "Vendor Control" then choose "Status"
-A pop-up window will show if the search option is on or off
