They don't always do that. Most often empty tents are ones where the vendor has poofed.
thanks to respec a large amount {mainly around city hubs, like Cnet rings of vendordoom} have become empty from profession switching
several people are now useing the spot as realesate advertising there oh so nifty land grab for millions
I had forgotten to note that I myself have a merchant tent with out any vendors in it as well 
Though I am Master Merchant, I had placed my tent with the sole purpose of being storage for my BE tissue and cloths.
I did design decor around my storage, making it into a minisalon for my Master ID to work from,
but it is still in essence a tent without vendors.

come to think of it, so do I... no ID yet (8 months and 2.5 branches done *rolleye*), and my merchant tent's near my factories for BE tissued cloth storage. I can probably move them to my factory input hoppers, but this just works out better.
you people make me think too much
