Merchant Archive

Okay, I'm a noob at this merchant stuff. I've tried searching for an answer for this, but was not able to find a solution. I created a vendor, placed it, initialized it, then paid some maintenance on it. Now, when I go to use it, the vendor tells me it has not been initialized? I've tried recreating the thing and going through the steps multiple times to no avail. Any help is appreaciated and I apologize for the rookie question.
