in order to change the colors on a factory, home sign, etc. one needs certain levels in merchant, correct?

Nope. When you're typing in the name of the structure, just use the following format:

\#FFFF00 This is yellow text

Use a different hex code for different text colors

An example site to check for colors: http://www.htmlgoodies.com/colors.html

Right, all you have to be is the structure owner to change the sign, including coloed text. No skill level of any sort required.

Another thing, the /name command comes in useful if you want to get REALLY colorful and run out of room in the name inputscreen.
