My Twi'lek vendor happily ate the clothes I handed her. She did not wear them.
This appears to still be broken.
The only positive thing I discovered upon the patch is that I can now customize my Ad Barking, and I couldn't get that to work before. That's ahuge price to pay, though,for not being able to put anything down in my house anymore.

No it was not fixed, some of our issues were fixed, some were broken even more.

I gave a scout blaster to my vendor and she said, "Thanks for the new threads, boss!" and equipped it lol.
