I am about to get eff 3, and am wondering if you really get 3 extra lots...

No extra lots. Every profession I think has a thread about why they need extra lots. Nobody's going to get any.

Cost for posting bazaar sales drops from 16 (effic 1) to 12. Haven't tried premium sales, last I checked it didn't do anything, but I would assume a price break there too.
