Conceding that I'd much rather have merchant be a minimally functional class before they make any new additions to it....
I like the suggestions that have been made for a "permissions" list for vendors, which apply to individual characters. But arguably there should also be an ability to put in a blanket ban on all overt members of a faction, if only for RP purposes.
Just a thought.

It's been suggested before, though I've not seen a dev response. (What am I saying??!? There's never been a dev response to merchants here.) I think it's a fine idea, but I'd also like to see the ability to put a ban on an entire PA for similar reasons. (They won't always all be overt, particularly their spies, etc. so you wouldn't keep all the enemies out that way.)
