If you have this skill, please let me know how this works. does it knock off 20% from maintenance from properties that i place, or does it work with any property for which i have admin rights? and does this work or is it bugged?

All, even ones you had down before getting the skill. It saves you quite a bit if you put structures down for the long term.....
