First off, DocSavag, I'm sorry to have to give you another "I think I'm a genius and this is what you must do or I'll scream, cry, call you namesand threaten to quit" post.
A while ago, vendor maintenance was calculated based on the value of items you put on them (can't remember the calculations for the life of me). It sounds pretty realistic to me.. after all the more (and more valuable) items you're trying to sell, the higher your overheads will be.
I have no idea why they changed this (wasn't into the Forums at the time) so forgive me for my ignorance in that respect.
If we revert to this maintenance-proportionate-to-value system wouldn't that help? That'd be the end of vendors being used as storage (I bet something costing 99999999 credits would burn a hole in most pockets), and encourage players to regulate themselves. It's always better for players to take care of themselves rather than imposing limits.
The details (how much maintenance to be paid) can be worked out later, the most important thing is to remove (or at least hugely increase) the caps.
