Im merchant 0003 . And wood like to list and get vendor on over head map how is this done?

You need merchant 3-0-0-0. Once you have it, an option will show up on the vendor's radial menu to 'register on planetary map'...

Dimear is right it is at 3/0/0/0. It doesnt say it in the skill box but if you highlight it,it will mention it.

The good news is that with merchant 0-0-0-3, you'll be able to place more vendors than you could before. So you'll get merchant xp faster. Just place all the vendors you can (in your basement or something), and merchant 3-0-0-0 will come quickly. Ok - so it's not great news. But it's better than starting at novice...
