Vendor fees should be based on how much product that is actually selling. Not how much you are trying to sell.

The current / new proposed system hurts new/struggling/undiscovered merchants.

I think the simple way to do this is that money (this can be a % of the item's value) is deducted from the maintenance pool with each sale.

This will also encourage people to stock the vendors with more items, yielding a more robust market for goods. ( A lot of times I can't find what I am looking for on vendors, this will get worse with fees associated with inventory)
