I walked into a Hall that had a bunch of vendors and one of them welcomed me... said welcome to blah blah blah and all this.... How is this done? Been searching the forums for a bit trying to find this info figured this would be the place to ask : ).

It is called Adbarking. In the merchant line Advertising I gives you the ability to have your vendor bark a canned advertisement that you set up with a series of selections (mood, gesture, and category [weapons,housing..etc])
In Advertising II you get the ability to do a custom advertisement where you type in the text of the ad.
Right now this gets turned off every morning when the server reboots. We understand that they are about to fix that.
