Based on everything I have read (and it's all public), it doesn't look like it.
I've been asking for a general do-over.
It wouldn't be the end of the world if they just let everybody do it and it would go a long way toward generating goodwill within the community.

Yea the latest quote on this from the stratics chat last night seems to indicate that it will be very focused on combat skills even limitating your choices in that based on how many novice skills you had vs elite skills.

Your best bet would be to have a spec you like before the CU hits the fan... just in case.

Non-combat skills are not part of the respec. In fact, I would expect to see more partial merchants as crafters will have to sacrifice something to pick up combat skills if they wish to leave town and tend harvesters.

The offical word we have on this btw is how the respec works on the two live server test runs of the conversion process. It seems to only allow you to manipulate professions that are considered CU related professions.
I expect some tweaks to how that currently works but who knows.
