can vendor deeds be traded and used by the person who recieves them?

When the game first went live, they were ble to, but it was hotfixed as some Merchants would trade off vendors to be setup and they would all give him XP, so 3 hours to Master Merchant... Glad it was fixed, otherwise there would be more vendors than players right now...
