I'm pretty sure I found these publish 10.1 pre-release notes on the internet somewhere...

Publish 10.1:
- It will now require 14 master Politicians to place a city hall. Each of the 14 politicians must be voted into leadership of the town where the city hall is to be placed.
Responding to the cries of joy from the 80% of the players not using the forums or giving feedback, TH said, "We at SOE have been looking for ways to make the game more balanced and fun. We never intended for one type of player to be able to cut swaths through another group. About a month ago, we realized that Merchants and Politicians were much too powerful. Merchants in particular had the ability to use spambots that people couldn't /addignore, and they also were able to sell things using vendors. We realized this power was creating a profession that was dominating all of the other professions. Out astrometric stats section showed that at least 0.02% of the players were Merchants. So we decided to cut back on the popularity of the Merchant profession by removing their ability to effectively use vendors or run a business. We feel that this change has made Merchant more fun to play and has strengthened the community as a whole. Merchants must now interact with the community by selling their wares directly to customers in the large cities instead of in remote locations where their lifeless vendors used to reside".
Regarding Politician, TH said, "The move to require 14 Politicians to place a city hall was a direct response to the jubilant players not giving feedback. We feel this will strengthen the feeling of teamwork among the community. And instead of the rejection of being voted out of office, the goal of player cities will be to vote as many master Politicians into the mayoral positions as possible. This will also help clean up the multitude of player cities that seem to have spread through the galaxy. This will help relieve the strain from our servers by removing structures and the items in them, and by encouraging players to try Everquest or other SOE products. So it's really a win for everyone at SOE. We're already considering adding a whole other computer to the server system once JTL is released, so anything we can do to lighten the server load before then is helpful. If we work hard enough to eliminate features from the game, we may not have to buy that other computer after all. We hope to continue responding to the feedback from silent players and enhancing the game through appropriate feature removal in the future".
