I'm confused.....I just worked up to Advertising 4, but I can't seem to figure out how to "hire" an NPC to advertise for me......

Any help?

No he is refering to the feature of NPC's in cities adbarking for you not the Adbark on the vendors. This feature never made it into the game as far as I know. It was announced in beta.. roundly critisized that it would cause more lag in static cities .. and apparently either removed before the code ever got to the beta servers or was never put in at all. Unfortuntely the Prima Guide went to press in Beta after the change had been announced and before it was removed so they have it still in there.

and in publish 8 they add to droids a Merchant Barker module

This would give droids the ability to bark advertisements, give waypoints to shops,
have additional information available so players could list prices, services, etc through a radial menu command.
