You will then only have a few people able to browse that vendor at any given time. If one customer is badly behaved, you can black list them from future orders.
It's also worth while adding people who don't play nice to your structure's ban list, and spreading the word to other retailers you know to do the same.

First off: THANK YOU for listening to us and not implementing a change that would have ultimately been more harmful to legitimate merchants than to the few who were "scammed" in any way. It's heartening to see that our voices are sometimes heard.
BUT: I would like to say right now that the "long term" solution of allowing people to view the contents of bags on vendors will not be acceptable unless and until merchants have the means to restrict such sales toparticular customers. If this fix was truly intended to mitigate fraud, please be cautioned that the long term fix proposed simply changes the injured party from the buyer to the seller (and the legitimate, intended buyer). Merchants shouldn't be expected to hand-deliver every custom order, that goes against the whole concept of merchants and vendors in the game.
There have been some good recommendations in this thread for ways to secure "reserved" sales, I hope your team is as attentive and receptive to them. Here is the opportunity to avoid the need for a future reversal by implementing it well from the beginning.

I think a good work around though would be a function that allows someone to place something on a vendor and mark it as public or type in a specific name, so only that person can buy it. That would fix a lot of problems. That way if you have special order fo john doe, then only john doe's character can buy it. Otherwise if it is marked public or whatever you want to call it, then anyone can buy it. Public can be the default to avoid wasted time selecting stuff.
To be perfectly blunt, this is what secure trades are for. Anything I out on a vendor or find on a vendor is fair game for purchase. If you HAVE to make a special order for someone else and you don't want somebody to buy it from under him either do a secure trade with them or drop it on their personal vendor.

sorry i have to say this, but it is about freekin time you did. we shouldn't have to be hear whoopin' and hollerin' over you making a 'good' and 'just' decision. it should be common place that you consider us BEFORE YOU EVEN BEGIN TESTING THINGS. certain things should be at your discretion, of course, but things of this nature (and the colored text of crafted items) should have never even required us to complain.
to those who bought really expensive bags with nothing in them that were not something you were coming to pick up as a special order, that's your own dam fault. get a clue. not everyone is honest. trust is to be earned, not given away.
to those who told people their orders were ready and put up empty bags, you're nothing but the scum of the earth and deserve to be banned for a period of time.

just a comment from someone who has gone thru 500+ bags in the past month or by listing them on my vendor.... this change that you were contemplating, is just out right terrible. fact of the matter is I only sell armor in full suits. So, until you find a better way for me to sell it in full suits, it would be nice if you would step down and stop swinging your game damaging nerf bat.
just because a coupel of noobs got scammed doens't mean you need to ruin the game for the rest of us just like you did by giving out free holocrons. the noobs whine, the devs cave. Pathetic.
To be equally blunt, the fact that there are vendors and a Merchant profession show that secure trades are NOT the only way for people to sell to whom they wish. A vendor is intended to be an NPC or automaton who "minds the store" so that you don't have to conduct all trades in person. Now tell me - if I tell an employee "this bag is for Bob, don't sell it to anyone else" shouldn't I be able to expect that it won't be sold to you? This is MY store, I'll tell YOU who can or cannot buy what I'm offering, thank you Mr. Customer.
You feel justified in your selfish attitude and there are others like you - so merchants have decided to list bags that say things like "Bob's Krayt Order" containing a T-Shirt that says "I tried to steal Bob's Krayt order and all I got was this lousy t-shirt" and you have the temerity to complain to a CSR that you have been cheated? While I don't agree with those who misrepresent the contents of a vendor bag, if it's clearly marked as not intended for you then you haven't been cheated. It's advertised an an exclusive offer and no guarantees have been made to you.
If I want to offer a t-shirt and a backpack to a customer for 2 million, that's my right. You say if you want to buy it, that's your right. Fine - but the terms of sale are mine.
If you are worried about getting gypped, let me be blunt - "That's what secure trades are for". The door swings both ways, Mr. Customer...
