I can't imagine why I would want to see allthe items for sale on all my vendors at once in the region view at all, much less have that be the default. I am not certain why the region view was ever chosen as the default in the first place. There was most likely some kind of logic behind it at the time, but it is not appearant to me what thier thinking was when they made that decision.
