I don't think that is the main reason for the item cap.
First of all, what reason do you have to be a master merchant? None right now. Not to keep master merchant at least. Most folks I know got enough merchant to get the vendors they needed, then dropped it. I kept all my merchant because I like to use my merchant barking droid. I can understand a item limit for the level of merchant you are. I can NOT understand a limit this low. 110 items for a master merchant? What good is the "next page" button for? Might as well rename it to "next 10 items".
Second of all, if you put a backpack with 25 items on a vendor, does it count as 1 item (the backpack) or 25 items (what is IN the backpack)? IF it is only counted as 1 item, what is to stop people from still doing this? Other than needing Business III.
I also have a feeling that the database admins are to blame. They probably thought "Hey, lets kill two birds with one stone here. Give people a reason to master merchant AND shrink the database size!". I bet someone got a raise for that idea.
I know what my ad barking droid is going to spamming in Coronet now, "Merchant Nerf coming, go to www.starwarsgalaxies.com select merchant boards and post a complaint. 110 items a vendor limit will kill the economy!!"
