IF a BER 3 personal costs 6000 and a BER 4 personal costs 12000, but a BER 2 Personal only costs 3000 and the person who wants a harvester only has 4000 then the BER 2 is better than nothing.

It's that simple.

Actaully I would tell/help the person with a couple of missions to get enough money for a real harvester. I certainly would not sell him junk - that is not how to build a loyal customer. Oh, sorry thinking from the craftsman side of this arguement, not the merchant.

I'm going to assume the prices here are relative, rather than real numbers.

The only way you could get this pricing dynamic would be if a BER 4 harvester was 100% harder/expensive/rarer to make than a BER3, and 400% harder than a BER2. But its not, so BER2/BER3 are virtually worthless, since a BER4 is much much better and doesn't really cost any more to make. To a miner, all resources cost the same to extract, regardless of quality.

Since quality is base on resources and experimentation, any good which can be 'maxed' with decent quality resources is going to be the standard. Now if a BER4 took twice as many resources to make, the cost for a 'premium' good might be >>> standard good. But any competent crafter with a bit of a resource stockpile will be making top quality goods. The only place where you see this pricing dynamic is with loot enhanced goods, like Krayt Pistols. Because they are >>> more expensive due to the rarity of the componet.

The real limitation is limited usage, not limited supply. For example, with harvesters, the gate is the # of plots, not the cost of the harvesters. If there were super super heavy mining installtions that were BER50 and cost 15 times more to run than a BER4, I would use them. Low yield harvesters just aren't that useful when a much higher quality substitute good is available at a nearly equivalent price. In fact, BER10's are much much more useful than a BER4 just because they are more efficient and don't cost that much more.

All theory aside, what you think things should be worth is irrelavant. Crafters will charge whatever the market will bear, and since (for the most part)quality goods cost the same to produce as crappy goods, there is no market for crappyones.
