Structure has to be public to place a vendor. But as previous poster mentioned if you put the vendor in an area not right up front with no advertising then really does not cause a problem. Perfect example is with a Guild hall you could place the vendor in a room somewhere on bottom floor. Guild members would know about it but with no planetary advertising then normal player would just look in main hall see nothing and move on.

A-yup exactly what I do
Most purchases that were made for items in my museum were found this way.

Since only Guild members know of it's existence, only Guild members can make purchases - After all, do you go through each house on the map HOPING to find a vendor, or do you go where one has been advertised?
Does the vendor show up on the Overhead map?
That was my problem when I wanted to do this a long time ago. Even without setting planetary Advertising or Ad-Barking, the vendor title showed on the overhead map; folks found it, alerted thier friends and pretty soon it was cleaned out.
And yes, there are still people from time to time that will search my guild hall and houses from top to bottom looking for other vendors, on the premise of making sure I get all of the Merchant XP I can get (thanks, but I am currently maxed out) :-)

Ran a test. Placed a vendor, didn't set barking or planetary.. 10 of 10 Guildmates didn't see it on the CTRL + M screen.
Turned barking on and off. 10 of 10 DID see it!
For some reason activating anything on the vendor puts it on the overhead map.. Weird.

This is why we have asked for "directed sales" for vendors.
Some sort of feature that would allow you to place an item for sale to a particular person or guild.
