I got the same message, and there wasn't a CSR name associated with it. It came from "CS-Agent" or something like that, and started off saying that it was a canned response sent in an effort to get as much information out as possible, and if the response didn't solve your problem, feel free to submit another ticket.

A buddy of mine received the same form letter. He is allowed 3 vendors but only has one in operation. When he tries to put items on the vendor a message tells him he's not allowed. He has too many vendors. He tried to create a second vendor but got the same message.
He submitted a ticket and received the same form letter.
I removed my vendors from the planetary listing since they don't show up anyway. No point paying for a service I'm not receiving. I've read that issue has been fixed. One question though, don't they test these things before they go live?

Uh... no. SOE did NOT restore ALL the items. I got back only 40% or so of what was lost in that particular bug.
SOE has wiped all of my vendor inventory 4 times in this game. Once, they replaced 40%. Once was not their fault or problem... computer issues in RL locked me out of the game long enough for everything to age out. It was an 'unexpected vacation' from the game. Once, they argued with me repeatedly that the bug I reported could not possible exist (though to this day, I can re-create it at will) until they threatened to cancel my account if I didn't shut up.
That's the customer service you get.
