Yes, the items will count in one item.
Got a pistol, stack of resources, and piece of armor in the pack?

Pistol = one item
Stack of resources = one item
Stack of resources = one item
Piece of armor = one item
Working as intended.

The rule is simple:
Empty Backpack = 1 Item on Vendor
Backpack With 50 Items = 50 Items on Vendor (Notice it doesn't count itself)
Thats it. I don't recall if they evern fixed the for sale tab or not. At one time the for sale tab was counting a full backpack as 1 item.
Its been that way for a year. Believe it or don't. And Please give us a name of a CSR who says its a bug.

When storing backpacks on vendors, the items inside the backpack will count as one item, but the backpack itself will NOT be counted against the item
That is a typo. The csr you spoke to has no clue what he's talking about.
Items inside a listed backpack counting as individual items is working as intended.

It should have said "each item" instead of "the items" but the end result is the same.

It's been an issue for a while. I started hitting my 4000 item limit last December because of this nerf, so last September sounds about right.
Here's another thread from March showing why this sucks so much. Small businesses like mine can be severely limited because of this.
They put this in to stop people from using vendors for storage, but killed a lot of business models instead.
