Yes there will still be people putting one item for sale... But most of the time I believe people are just too lazy to restock it or have quit etc so they won't bother putting just one item for sale.

Besides... by then people who have dropped merchant won't be able to use their vendors anymore, so all this sounds really exciting.

I agree. I think the bulk of empty vendors are from those that have left the game, switched servers, or just too lazy to remove it. If someone really wants to be as annoying as putting up empty vendors on purpose, they need to get their head checked out.
