Currently there are no plans to affect the appearance of the vendors if you don't have the skill for the customizations you have put on them. Most merchants aren't nearly as concerned about that as they are operating vendors after you've surrendered the skills.

The patch I think is currently scheduled for week after next but the testing on the jedi quests could delay that if they aren't finished by that time.
