I don't know. I think so. They should be able to list the names of all vendor owners..and they should be able to tell if those names have Manage Vendor skills

388,165 vendors / 3 vendors per player = 129,388 merchants.
305,890 houses / 1 house per chr = 305,890 characters.
129,388 merchants / 305,890 characters = 42% of the characters are merchants!
I thing we can safely assume that at least 1 in 10 of the existing vendors are illegally placed.

My three merchant characters all have 6 vendors down legally. Not saying you're estimate is totally skewed, but there are plenty like me.

There is not substantial enough evidence to draw a conclusion on how many people there are. Everyone is assuming that you are limited to 10 lots. This has never been the case as through cross-server swaps and temp accounts I KNOW there are many characters with 100s of houses. On Tarquinas the RoqSq PA has at least 100 houses forming a barrier around their rebel bases. At one point they all said the same guys name. I believe these where created during the christmas cd key trial thing and since houses don't disappear even when an account deactivates all they have to do is pay maintenance.
As to the vendors, my PA has 20 or so in our Mall, plus I and many other crafters run 3-4 in our various houses. I also know many people with those first level vendor machines that use them for item storage in their houses. Plus of course the empty vendors from players that have deactivated. Took us 4 months for a CSR to come remove one from a deactivated member.
