Water shifts like every other resource. Every planet has water. I do not think that there is any real statistical difference between quality or quantity of water between planets.

Despite this, if you can, get Talusian water. You use that for advanced liquid suspensions, so will be the only important one once you get toorganic chemistry4 (or later depending on when you want to start playing with advanced components).
