What are the best things to look for when making Stim C's. Is it better to just go with overall quality in all the components or are there other things like potential energy more important? If anyone could point me in the right direction I'd appreciate it.

Overall quality should be your first concern then potential energy. There is a possible change to potential energy that might affect medical crafting on TC right now in a good way as well. But for now, OQ then PE.

you also want to look for resources that you can used in advanced components. using advanced components, you can more than double the stats of an item med without advanced components.
