I have read through the FAQ and it didn't answer my question in specific.
What does Injury and Wound Treatment do as far as the math is concerned, when healing?
Here is my theory, which i'm not sure if this is correct or not.
Injury / Wound Treatment +25 gives (25%) bonus on heals, with the power of the base determined by the Stim? ie. 1000 base Stim D. +25 Injury/Wound treatment: expect to heal around 1250 in a perfect situation.
Or is it something else?

You got it right. It determines the average value you can expect from your heals. There is still a random fluctuation built in, so your heals will be between 50% and 150% of your result.
