In my oppinion, Medics & Docs should be able to heal anybody ( in RL even on the battlefield, medics will treat enemy combatents).
Enhancements on the otherhand, could be fraction specific.

This is SoE forcing people to join a faction. With a reduction in people to heal and no Medic missions, Medic are forced to make money other ways. I personally have decided to not heal anyone for less than 10K until Medic Missions are placed in the game, but this new system people will have to wait longer to get healed.

My thoughts exactly. Though I don't claim to have any healing skills, I do have alot of people that I am friends with and no less than 5 of them are master Doctor. This whole issue really does seem to be "pushing" all Medical professions to a side.
If healing is going to be limited, then shouldn't buffs be too? I'm not looking to get flamed with that comment, I'm just wondering. It makes no sence at all to me to not allow me to heal a combatant but that I could buff them if I so chose.
If Special Forces are the new version of Overt, I can see not healing them. However, when Combatant is the new Covert, why was it deemed that they shouldn't be able to be healed? If this change to Overt/Covert haddn't happeded, was SOE looking to change the healing anyways?
Of all the new stuff in this publish, this is the single thing I think should be addressed by a Dev so that we get a clear understanding as to why this was done. It just seems that to the new player that is going to sit in a Medical Center and try to build up skill points is going to have an even harder time in a profession that didn't need to be made any harder.

They could have done something smart and not allow healing while the patient is in combat or up to 60 seconds after combat. However, SoE would rather force Medics to pick one side or another.

When the faction changes were first announced, I had hoped (and suggested) they would make a distinction between damage healing and wound healing. I don't see there being any problem with nuetrals healing the wounds of factioned players. Alas, it didn't happen that way.

Nuetrals not healing combatants became a necessary evil in order to avoid the problem of invulnerable healers in PVE combat. Combatants aren't quite the same as the old coverts. They are always attackable by enemy NPCs. If nuetrals could heal them (and remember, there is no more TEF), then combatants could use nuetral healers and know that there is no chance of the healers getting killed.

What about Civillians being able to heal Imperal/Rebel Combatants as long as they havent engaged in combat. The TEF flag is still active and as a Combatant with this flag I cannot enter a private structure why not add this for Civillians. Civllians Medics can heal me until I have this flag, then they would get the it would be unwise to help this patient message.
Just an idea.
