Sorry for the noob question, but I hear everybody talking about experimenting on stimp packs and sub components, and I was just wondering what experimenting is/does? and how exactly do I do it?

To experiment, you need to do your crafting with a specialized crafting tool and while next to the matching crafting station. When you do this, you can experiment with raising various attributes of the item you're crafting.
