Can anyone tell me the best Resources you need to make Good Stimpack D's or E's??

For Stim D's you need Fiberplast with high OQ and UT and any organic with high OQ and PE.
For Stim E's you need Fiberplast with high OQ and UT and berries with high OQ and PE.
Additionally, you should use advanced subcomponents as much as possible, especially advanced liquid suspension to increas power and advanced biological effect controllers for more charges.
