Ok I admit defeat. How do you acquire this skill? Are there prerequisites of some form? Stimpacks don't seem to be increasing the skill and can't make medpacks without OC1. Thanks all.

Stim packs worked for me. I think I get about 35 xp per stim, so thats, umm.. 15 I think?
Dont forget you have to train the skill before you get it. FInd another medic to train you.

Do you have to make the stimpacks anyplace in particular or does that matter?

making 17 stim packs should give you enuff crafting xp to make it to OC 1...
hmm are u sure you not gettiing medical crafting xp for making the packs?
you might be bugged try rebooting?
