Just picked up a Damage Stimpack
This heals all 3 Pools HAM

Any player who starts from the space station as a "Medic" also gets one.
In reality, they are more of an oversight then anything. They are actually ultra low level drops (on the level of CDEFS)...
When te devs took mind healing off of stimpacks in beta, they missed this one item.. It is so weak, they never bothered to fix it (by taking it out of the game).

Yeah, as Trag said, they are pritty low level stims, ive come across a few myself. Usually I keep them behind for times when someone has gone mind incapped: Its much better to let them get off the ground than to leave them there!
