I have been told that you can experiment stims down in terms of med use required to use them. I was wondering if stim pack b's can be experimented down so someone with no med skills (not even novice medic) can use them. Can this be done? Thanks in advance.

No, for two reasons. One, its just not an option for a Stim B. Two, even if you did manage to get it down to zero, you would still need the /healdamage command to use it, which you only get when you get medic.
