I leveled up to novice doctor last night , but I am not getting any of the schematics like Stimpack D and the higher level ones. Is there a different crafting tool for these ? I have the food chem one.

not sure about others you dont have but for stim D's you need a Food and chem tool and have to be at a PRIVATE food and chem station, not one of the public ones in town.

Yup. If you have a private crafting station you will see the schematics on the buildable list. You can tell that you get them by going to your datapad and hitting the SCHEMATICS button. That will list everything you CAN make.

You need either a droid with a crafting module or a house with one. And for some high end schematics remember you need 'out-of-crate' items in many cases (D stims, E stims, D wound, D buff, res pack).

Oh so I have to be next to my private crafting station ? Ok that explains it! I was trying this in town. I need to go to my home then. I have a factory and all so should be good from here.
