you've got to be near a private or public crafting station to experiment.

I have stim D's and they say the required skill use is 43. I don't think I experimented any on those either so that's just from resources alone.

With good ingredients, your Cs will generally come out 32 and your Ds 43. C needs Pharm-4 unexperimented and D needs Master Medic unexperimented. With experimentation each can easily be brought down a level but then you aren't using those points to up the effectiveness.

So after playing around with medic last nite for a couple of hours here's what I figured out:

1) Novice medic can use A & B level medicines (except for enhance).

2) You need Pharm 4 to use C level medicines (unexperimented)

3) I've seen stim Bs heal 300 H & A.

So, if you're using Medic to heal yourself in between battles and such, there's no reason to get anything other than Novice Medic (maybe go to FA 2 to stop bleeding), right?

Medpacks can be bought on the Bazaar (Misc -> Pharm), so you don't need to craft your own unless you want to or are going full-blown medic.
