Ok let let me add the question now. To use JUST stim pack A's, do you need to be a novice medic?

you can use a's and b's with just novice medic.

Yes, all stims and meds (i think, not sure about all of the meds)level A and B require 5 med use skill, which you have to be a novice medic to have. Anyone who is capable of using stim-A's is capable of making them. Seeing as anyone who can use a stim-A can also use a stim-B, you might occasionally want to buy stim-B's.
